For the past eight years, a small but nasty guerrilla war has simmered in Mozambique, a portugueses colony in the southeast corner of Africa. But recently, the struggle has entered a new and more gangerous phase, raising the specter of an escalating conflict that could engulf most of southern Africa. Last week, NEWSWEEK’s Nairobi bureau filed an appraisal of Africa’s mini-Vietnam as each side sees it. Bureau chief Peter Webb had extensive conversations with Gen. Kaúlza de Arriaga, commender of the Portuguese Forces. Correspondent Andrew Jaffe trekked 200 miles through the bush with the guerrillas, spoke at length with guerrilla leader Samora Machel and emerged foot-weary but better informed in Tanzania.
