"The author of this work, Dr. Franco Nogueira, has been Foreign Minister in the Portuguese Government since 1961. A distinguished career diplomat, his personal experience of the United Nations goes back to 1965 when he was appointed first a member and the leader of the Portuguese delegation at successive meetings of the U.N. General Assembly.

He presents a clear unemotional legal analysis of the changing political role of the United Nations and, as Lord Chandos writes in his Foreword, 'draws attention to the apparent inconsistencies in the interpretation of the Charter'. While the argument is based on Portugal's own position, it has wider universal implications.

The Secretary General, U Thant, has himself referred to the 'crisis of confidence' within the Organisation with the emergence of the newly independent territories. The Foreign Secretary, Lord Home, in a now famous speech, has expressed reservations about the Organisation which too often applies 'double standards'.

To many it appears that ideological and racial prejudices take precedence over morality and legality in the pursuit of the self-interest of certain Member States. What should the UNO role be? Is it now too late to define or limit that role?

Dr. Nogueira's timely and lucid study will be welcomed by all who are concerned with - and about- international affairs."
